Job Opportunity – Urban Planning Expert, Technical Assistant to Ministry of Infrastructures, (KIGALI RWANDA)

BACKGROUND:
The United Nations Human Settlements Programme, UN-HABITAT, is the agency for Human  Settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all.
The post is located in the Ministry of Infrastructure in Kigali, Rwanda.

RESPONSIBILITIES:

  • Provide technical assistance to the Ministry in charge of housing and urban development in the field of urban planning and management.
  • Coordinate and manage in close collaboration with the Habitat Programme Manager and within the One UN Programme, the UN-HABITAT’s activities in Rwanda.
  • Under the supervision of the Senior Human Settlements Officer in the Regional Office for Africa and the Arab states, the incumbent will: a) Assist the Ministry  to identify, formulate and implement programmes and projects on housing, urban development and management; b) develop strategy for resources mobilization including gathering and analyzing information related to donors interventions and priority focus areas; c) develop training and capacities building strategy for strengthening urban planning and management of national and local authorities; d) develop and strengthen partnership between national government, local authorities and their association and UN-HABITAT; b) participate in the thematic group meetings established within the ONE UN Programme in Rwanda; d) contribute to the implementation of the UN-HABIAT ongoing programme and project in Rwanda and develop new programmes and projects; f) Maintain contacts with other UN agencies and international organizations working in Rwanda on advocacy, coordination and policy matters related to human settlements; g) Perform any other duty assigned to him by the Regional Office for Africa and the Arab States.

COMPETENCIES:

  • Professionalism: Knowledge and understanding of housing, urban development and management issues in Africa; ability to identify problems and good analytical, research and negotiating skills; conscientious and efficient in meeting commitments, observing deadlines and achieving results.
  • Communication: Good oral skills and proven ability to draft and edit a variety of written reports and other communications and articulate ideas in a clear, concise style.
  • Planning and Organizing: Proven ability to plan work programme and deliver on agreed activities in a timely manner; capacity to manage and plan own work and meet deadlines.
  • Teamwork: Good interpersonal skills and ability to establish and maintain effective partnership and working relations in a multi-cultural environment with sensitivity and respect for diversity and gender and in organization and management of meetings and in project implementation.

QUALIFICATIONS:
Advanced university degree (Master’s degree or equivalent) in any of the following areas: Civil Engineering, Architecture, urban planning, Regional planning, urban economics, social sciences.

Work Experience:
A minimum of five years of relevant professional experience in urban planning and management issues, of which preferably at least three at the international level.

Language:
English and French are the working languages of the United Nations Secretariat and used in Rwanda. For the post advertised fluency in written and spoken French and English is required.
