The African Development Bank seeks to recruit a Senior Architect who will participate in the design and management of projects, programmes and studies in the education sector, with emphasis on higher education, science, technology, technical and vocational education and training. To that end, the incumbent will carry out the following:
Participate in missions and activities for the identification, preparation and appraisal of education projects and programs by
- Analysing requests for funding submitted by the Bank’s Regional Member Countries (RMCs) and other technical documents that contain project ideas;
- Preparing Terms of Reference (TORs) for studies; assisting RMCs borrowers in recruiting architect and project implementation consultants; and reviewing and approving their reports;
- Determining project components, costs and implementation modalities;
- Determining grant and loan amounts and conditions;
- Identifying needs for co-financing of projects and programs and initiating proposals for funding;
- Drafting reports and presenting them to the Management and the Board.
Conduct technical supervision of on-going education projects and programs by :
- Supervising the work of consultants and contractors;
- Monitoring procurement of goods and services and ensuring that borrowers comply with related Bank Group rules and procedures;
- Carrying out supervision missions to member countries;
- Reviewing design and tender documents, and recommending their approval by the Bank;
- Providing assistance to the Loan Administration Department on disbursement related issues;
- Ensuring that member countries submit Quarterly Project Progress reports (QPPRs) and audit reports regularly, and reviewing the said reports.
Coordinate loan administration activities related to education projects and programs by :
- Contributing to loan negotiations;
- Ensuring that loan conditions are fulfilled;
- Processing requests for disbursement for projects and programs of the Division.
Participate in developing the Bank’s social infrastructure policy and future operational plan in RMCs by :
- Collecting and analysing information on social infrastructures development issues;
- Reviewing social infrastructure issues in the framework of on-going projects and programs;
- Maintaining a dialogue with member countries on social infrastructure development and project implementation issues.
Contribute to improving the coordination of activities within and outside the Bank by:
- Representing the Bank Group at international conferences/meetings;
- Maintaining a dialogue with other agencies involved in the education sector;
- Representing the Division and Department at meetings within the Bank.
